video call bug when not having camera permission

If the Camera permission is not granted to Beagle IM:

• The video call button is not visible
• If someone videocalls you, your contact immediately gets "Call ended: remote busy" even if you have other clients online that are able to take the video call. [the bug]

Expected behavior

1. The devices should ring in case you take the call on another device
2. if you take the video call using beagle, the call should be as if you "muted" your camera

To Reproduce
Steps to reproduce the behavior:

1. Revoke camera permission to Beagle IM
2. Restart Beagle IM if it's open
3. Ask your contact to videocall one of the accounts that are connected on BeagleIM
