Issue Summary

This is something I have observed happen in multiple rounds. Both in the Drone station and Charlie station. If you make a new boulder retrieval system it starts pulling from the Ore Vents on lavaland that the miners have set up. There is no synching process. So if you simply dont make the machine that puts the mats into the silo then you can just grab them and pop them into a lathe. This allows ghost roles like Charlie Station or Drone Station to steal OBSCENE amounts of materials from the station.

Reproduction: Make a boulder retrieval system on Charlie or somewhere else out in space. Turn it on. You will start stealing mats.

The syndicate listening post could also theoretically do this. Ghost roles interfering with the station is strongly not desired. The boulder teleporter should probably be locked to the station z-level trait until there's a game mechanic for restricting it.

In the long game, this doesn't really affect the station as materials already come in faster than they can be used (usually). Altering it the main downside would be that Charlie/Derelict will (as it used to be) inevitably run out of materials and then the gameplay stops. If it isn't starving the station of resources, I don't see a need to change it - if anything it's an indirect balance point so the station isn't swimming in mats.

why would it get auto linked to a newly made boulder, this is definitely a bug

what would you even link the BRM to?
