I faced similar issue with Eclipse Version: Photon Release (4.8.0) ; Build id: 20180619-1200
and TestNG installed from Marketplace (7.0.0.201908201535).
Got past issue by uninstalling TestNG from marketplace, downloading TestNG v6.11.0.201703011520 (site_assembly.zip), extracting all contents and placing in Eclipse dropins directory.
