Spike: Plan for test coverage improvement

Description

The % test coverage of test-kitchen and associated plugins needs to be ascertained. The goal is to have a plan such that the test run on PR creation or merge should indicate current status and change, if any, since most recent commit.

Plugins include

1. kitchen-ec2
2. kitchen-azurerm
3. kitchen-google
4. kitchen-vagrant
5. kitchen-dokken
6. kitchen-vcenter
7. kitchen-vra

in case test coverage needs to be improved, we could look at effort estimate here to plan better.
