Thresholds on perf pipelines need to be updated due to CPU governor update

Now that CPU governor has been installed on CI machines, pipeline owners need to update the perf thresholds to avoid regressing on perf:

• single-chip host perf thresholds for LLMs needs to be updated #8370
• single-chip host perf thresholds for CNNs need to be updated #8372
• single-chip GS perf pipeline + non-Javelin models thresholds need to be updated #8373
• Thresholds on t3000 perf pipelines need to be updated due to CPU governor update #8375
