libcluster: add mechanism to retrieve default values

Sometimes the client code want to behave differently depending on the values in the config. But if the value is missing, Tarantool can apply some default. So we need to add some mechanism to get these defaults.

It has to be consistent with Tarantool itself, so we need to embed defaults to tt the generated paths.
