Privet

There are some Engineer Stories with vshard.

bootstrap
show shards info:
- weight
- bucket count
- pinned buckets
diag some cases
- uninitialised (no _bucket space)
- does not bootstrap yet
diag issues
- replication stopped
- bucket is absent
- master is read only
- Several vshard reconfiguration steps broke rebalancing cartridge#1667
- bucket_ref on replica does not prevent bucket move vshard#173
- bucket garbage collection does not work correctly with MVCC enabled (and maybe even w/o it) vshard#314

Motivation

Provide for tool for such operations
