Package X/GL linux libraries

This list of libraries was identified by @m-hilgendorf as causing problems in cross-compilation settings outside of Tangram. Ensure we have a good packaging story:

• libx11
• libc11-xcb
• x11-proto
• libjack
• libasound2
• libxcb-icccm4
• libxcursor
• mesa-utils (see Integrate with meson #45)
• libxcb-dri2-0

Per Mike: "Some of these are tricky because it can be catastrophic to link against versions that are different from the distro that the program runs on. Any packages should support multiple version arguments naturally"
