What happened?

Syncthing cannot detect changes live in folder linked with junction on Windows.

To reproduce:

1. Use windows (obviously)
2. Share folder with two devices.
3. Create test-folder in $HOME.
4. Link this test-folder folder to your shared folder location using junction (can be done with https://schinagl.priv.at/nt/hardlinkshellext/linkshellextension.html)
5. Create some files in $HOME\test-folder
6. Any changes made in this folder will not be synched immediately, only full rescan will pick up changes in this folder.
