We could add a popup / alert while on hacktoberfest to inform users about Hacktoberfest do and dont.

I would like to work on this. so, if this issue gets approved please assign me. This is hactoberfest's guidelines on quality standards. they have also mentioned some do's and don't in profile page.
This whole fiasco is pretty saddening, I wonder is this fiasco was the reason this repo is removed from hactoberfest.
