when i open phoneinfoga it opens command prompt saying i need to open it is a command line tool and says to run it in cmd.exe

when i open phoneinfoga it opens command prompt saying i need to open it is a command line tool and says to run it in cmd.exe, when i open cmd.exe and drag the extracted phoneinfoga.exe i get

You need to open a terminal, enter the extracted folder and type .\phoneinfoga.exe
