Priorities don't work

I have two overlays for Whatsapp installed - Mono/Art and one I wrote to change certain colors. The problem is I can't change the priorities. Tried dragging my layer to the bottom (bottom one gets highest priority right?), then saving and restarting. Nothing changes. Running Android Pie, Magisk 18.

Also related question: how do the default priorities get decided? For example in my case how is it decided which layer gets priority by default?

@ashikns The overlay built latter gets a higher priority.

@abhijeetbohra so if I want my layer to get higher priority all I have to do is uninstall it, build it again and enable it?
