Unjust slash reimbursement

Last week we broke Nova EVM by changing fraud rules (see post-mortem) which resulted in everyone getting slashed.
There were no community operators staking this time. However, on the mainnet, in case such a situation happens again when honest operators get slashed as a result of a bug in the software we shipped, we should have a governance process to reimburse them from Treasury. On the protocol side, this includes implementing a way to use the treasury funds.
