Enable integration test in operator

Sometime integration tests in domain-client fails to pass since there is some race condition that do not let XDM to be submitted. As a result, the test will not finish.
This is most likely because relayer will try to submit the message only once. Ideally, it should submit all the un-confirmed XDMs by checking the latest block state
