As a novice facilitator,
I want a notification when it's a good time to advance to the next stage,
So that I'm not so nervous about advancing.

By Way Of Explanation: (optional)
I see novice facilitators unsure of whether to progress to grouping, even when no one has typed for several minutes. It'd be good to notify them, hey, no one has typed for 2 minutes, now's probably a good time to move along. Similarly, when no one has moved groups in 2 minutes, or when all the votes are in, it's a good time to move on.

Acceptance Criteria:

  • a popup appears for facilitator prompting them to advance when >5 items are submitted and no one has typed in 2 min
  • a popup appears for facilitator prompting them to advance when >3 items are grouped and no cards have moved in 2 min
  • a popup appears for facilitator prompting them to advance when all votes are in
