address todos in the jds added PR761 #782

In PR761 are included some TODOs.

manage message ids in rpc connections
if a channel bound is reached process may panick
put all code in main that is relative to the mempool in a separate function like JdsMempool::start()

Also, there are other TODOs there were there before and that should be fixed.
Good for first issue!
