BUILD_SHARED_LIBS must be set when ENABLE_TESTING is on? #452

The following lines of CMakeLists.txt catch my attention.

if(ENABLE_TESTING)
if (NOT BUILD_SHARED_LIBS)
set(ENABLE_TESTING OFF)
endif()
endif()

BUILD_SHARED_LIBS must be set when ENABLE_TESTING is on?
Can I compile stp as the static library and set BUILD_SHARED_LIBS to be on?
