projects.passphrase_enc (nullable encryption passphrase) and projects.path_encryption

note that eventually, we will have to freeze schema. No date has been set yet

Added nullable passphrase_enc column to store encrypted passphrase for satellite-managed projects.
Added path_encryption column (default true) to indicate if path encryption is enabled for the project.
