working on #391, paul suggested it might be helpful to have a dashboard that identifies crashed containers on edge hosts that haven't been able to restart automatically. this happens occasionally, and can be a pain to track down. if we had a dashboard that showed us hosts where this was occurring, then folks following the Gateway Troubleshooting guide could identify that when it happens, and pass that on to us to resolve.
