ASAP, we need to be able to successfully deploy the boot contracts in the clarity-wasm runtime.

The try! bug in #312 was discovered in bns.clar.

After #312, I am able to process all of the boot contracts successfully (locally). Once that is merged, I will relaunch the "always-wasm" node to boot from genesis.

@obycode Would it make sense for someone else to take this on given its priority & your bandwidth -- maybe @krl after cost tracking is done?

The last time I tried, all of the boot contracts were compiling successfully, so this might be a simple task of just trying it out. I think I can make some time today.

This commit (e8405022709ebb3c7721cb7e353c21b354052b4a) can be cherry-picked to remove gating on the Clarity-Wasm usage.
