New Issue for sst-elements

1 - Detailed description of problem or enhancement
I have been trying to install SST for 10 hours while following the guide and keep running into this error
"WARNING: Reading SST-Core Config file sstsimulator.conf - No section: 'SST-ELEMENT-LIBRARY' "
whenever I try to run sst-test-elements

2 - Describe how to reproduce
I don't know how I did it but here is some images that should be helpful

3 - What Operating system(s) and versions
I am running on a Ubuntu VM using Oracle VM on a Windows 11 machine

4 - What version of external libraries (Boost, MPI)

5 - Provide sha1 of all relevant sst repositories (sst-core, sst-elements, etc)

6 - Fill out Labels, Milestones, and Assignee fields as best possible
