Provide wheels on PyPI

It would be nice to have wheels to save build time, see https://packaging.python.org/guides/distributing-packages-using-setuptools/#wheels

we'd need to add the appropriate things to setup.cfg, also wheels have produced huge headaches for me in the past so I'm not sure about doing this. also current release tools used on this end don't support whl, would require modification.
