Improve summary of options for handling situation and other minor refinements
Change prefs path to be platform-agnostic
Include language encouraging users whose needs would require them to use "the modular approach" when dealing with packages and environments
Moved "Installing packages into same env as Spyder" section to below "The most common problem"
Move "Installing packages in the same environment as Spyder" section up to the top, as it is the simplest and the "default" approach, so it makes sense to present it first rather than last
