Hey, I'm fullwall, and I've been the chief developer of the Citizens2 plugin for the past several years.

Citizens is the premier plugin and API for creating lifelike and useful NPCs in Minecraft servers. It is trusted by thousands of servers worldwide to provide the backbone of their server whether it be statues, pets, guards or even chatty villagers. You can check it out here.
