Completeness is changed to "Complete" if all zones are represented, regardless of how complete each zone is

Describe the bug
When doing inventory, the completeness is changed to "complete" when all zones are present regardless of how complete the zones themselves are. It is possible to change the completeness back to "incomplete," however, it requires even more clicks to an already very "clicky" process.

What is the environment
PROD environment?

Expected behavior
I expect the completeness to stay "incomplete" if I have designated it as such, despite zone representation.

Suggest that if you want all zones marked present that you select "complete" and then change the completeness to "incomplete" as this is sort of an exception.
