notifications for peer review do not need to be sent to the peer reviewer #677

I get notifications as an analyst when a specimen I inventoried gets peer reviewed, and this is helpful; however, I also get notifications when I complete peer review of someone else's inventory, and this is not helpful and clutters up my notification page. Could these notifications be turned off?

In conversation 10/1, we specifically want a notification only to let the analyst know when the peer reviewer flags something for change, and not for everything.
