url/route structure

There shoud be 4 routes, /, /events,/phoenix, /dashboard

sbompoc/ should a new home page with poc logo (copy from https://github.com/oasis-tcs/openc2-usecases/blob/master/TTD-PlugfestHackathon/Plugfest.png) and them some text. For now say "some text" and then tell me where to find it to edit it

sbompoc/events should be existing events page but it should have poc logo instead of phoenix logo as header

sbompoc/phoenix should be what I see now on / ie the phoenix homepage

sbompox/dashboard should be the phoenix dashboard
