Allow services to specify an affinity for a specific cores on your CPU. This will help when we want to be a bit more finetuned with where we are putting our computational resources.

Something to watch out for: our own computers that we'll run the simulator on, will not have the same core layout, so blindly putting in the cpu affinity values will not work for everyone.
