poise_python is not maintained any more and contains out-dated chef practices

❔ Possible Solution

Replace the poise_python resources with pyenv equivalents from github.com/sous-chefs/pyenv

⤴️ Describe alternatives you've considered

maintain the poise cookbooks? not much else here

is there any updates? poise-python not usable under old python 2.7
