IRC Commands (\001 ACTION) not working in node, alternative methods of using octals don't work

The method that works for sending commands to IRC was deprecated in node.js from version 15 or so. I've been maintaining various hacks to keep it working, as the alternative options for octal characters don't seem to work for IRC. However it's become too much of a problem to keep maintaining the hack.

IRC commands are temporarily disabled until I can figure out a longer-lasting way of getting this to work.
