Might a suggest a solution for users of 9.5-23

maybe putting all the files needed for regionthree instead of having it accessed via internet browser would help solve the 9.5-23 problem
heres what i mean

1.all files for regionthree on 1 sd card
2.run a program on 3ds (download play)
3.region three will boot up as usual
