能添加net3.5环境就好了

Win11的话，很多功能依赖Admin，默认启动就初始化网络的话，
登录Admin账户费时间，所以 unattend.xml 默认禁用了网络初始化。
登录账户后，通过启动脚本 InitializeNetwork.bat (wpeutil.exe InitializeNetwork)进行网络有效设置。

你自己修改了 pecmd.ini 的话，自己调整下启动命令。

能添加net3.5环境就好了

自己事前使用 dism 对 install.wim 开启 .Net3.5 功能组件之后，再使用此 install.wim 进行构建。
