How to Globalize?

Attempting to add Resource files but I'm not clear which folder they should go under. I have added Resource and builder.Services.AddLocalization in the Program.ccs but if I add a Ref to the WASM folder, it creates a circular dependency but I cannot add a program.cs to Blazor.AdminLte.Site.Shared where the pages actually are.
