[TRAT] Team Member can lock another team member out of a question

If I have two members of a team taking a TRAT, and team member #1 goes to enter a justification but then proceeds to log out, then team member #2 can no longer access the question that team member #1 locked despite the fact that team member #1 is no longer logged in.

This issue can be taken one step further by logging back in and selecting another question's justifications, effectively allowing one student to lock out an entire team from submitting their questions
