Inconsistent prime mover codes for Ormesa Geothermal Plant in EIA-923 and EIA-860 #272

Starting in 2020, it appears that the Ormesa geothermal plants (plant 50766 and 54724) started switching from ST prime movers to BT prime movers. However, in 2020, the prime mover listed for these plants in EIA-860 was already BT, but all of the data reported in EIA-923 is associated with the old ST prime mover. This is resulting in these data being dropped when merging on prime mover. We need clarity on whether this data should be treated as BT or ST in 2020, since this has implications for emissions.
