Description

In https://github.com/sigstore/root-signing/blob/main/.github/workflows/scripts/review-pull-request.sh, we should handle whenever gh api fails and pass this status to https://github.com/sigstore/root-signing/blob/main/.github/workflows/review-snapshot-timestamp.yml
