When you use the scrollers (up/down/sideways) and the arrows available on the `Permission` component, the popup gets closed immediately #1493

Steps to reproduce the behavior:

Drag and drop any component onto the form
Click the component and navigate to the properties panel
Scroll down to 'permission' section
Click on the permission autocomplete
Click on the side aways or up and down arrows/click the scrollers
Actual Results: The pop up gets closed immediately

Expected behavior
the popup should not close but instead respond appropriately to the user's actions
