Hi,
Just for sharing and saving you hours of search :
Do not install vJoy from a NAS (network drive),

No issue when installed this v2.1.9.1 from a local drive.
Win10 (Clean, so not an upgrade from Win7) x64 1909

Remark : As there is no "Issues" tab into the jshafer817/vJoy GitHub i post here.
