May I suggest that you distribute a Vagrant-file instead of a binary image?
I find the idea for an android pen testing vm compelling, but have no interest in downloading some untrusted vm to my machine.

There's just too much manual tweaking that needs to be done to put it all in a vagrant file shrug
Additionally - if security is the biggest concern - I don't think Vagrant is ever the way to go. The size of this vagrant file would be large, and folks would have to manually inspect it and all of the weird compilation tweaks, python versioning, etc.

It's more secure to just build your own IMO.
