Describe the bug
I get a syntax error when parsing a CPP header file Syntax error at line api.h:47:\n ::string & was unexpected.

To Reproduce
Steps to reproduce the behavior, ideally a link to https://semgrep.dev: https://semgrep.dev/playground/s/BY0W5

Expected behavior
The file should be parsed and rules should be applied

What is the priority of the bug to you?
