We need a contributing.md.

We also need it because recently several discussions consider the bar of what goes into the list, I.e. what is the bar for including.

This issue should be used to document references to existing contributing guide and the outcome should be consensus that will be published to be used for reference point of content including and pull requests feedback.

I think we should aim for being comprehensive yet concise. If there is a project that hasn't been maintained for a while but that covers a use case that has no alternatives I would say that it should be included. If there is an obviously a superior project that would would make it unlikely that the unmaintained project would ever be used I would not include it the list.

The one exception that I would make is the database section. There are a lot of ways to approach the design of triple stores and I think a historic perspective of what has been done is valuable.
