add concept of flu_season and interactions with season

As we move into year two, there are concepts that are defined by annualized flu season, like flu vaccine efficacy and site catchment. We should add a concept of season to the model pipeline, especially for efficacy. This will allow us to learn some properties across years while properly adjusting things we know change from year to year.
