As while searching the document I found the way to develop the custom plugin but as it is not maintained until we publish, and need of custom plugin is to extend pre-existing plugin and create a way to configure it.
SCM-Manager is open source. If you have any knowledge of programming, maybe you can help. We would love to support you.

Extend pre-existing plugin to work with some custom configuration which reduces maintain the custom plugin.
Problem to be solved
I want to extend ldap plugin to work with HTTP header i.e. X-Forwarded-User for creating users in scm.
