Is your feature request related to a problem? Please describe.
Switch to requiring Terraform 1.0 (or maybe even Terraform 1.1) so that the project can rely on newer Terraform features.

Describe the solution you'd like
Change the version pins appropriately.

Describe alternatives you've considered
The alternative is to stick with the existing pinning.
