What is wrong, less clear, or missing

If you have your vhost pointing to legacy dir within the SuiteCRM 8 root folder. Then the correct value is RewriteBase /legacy

Proposed fixes and/or additions

If you have your vhost pointing to public dir within the SuiteCRM 8 root folder. Then the correct value is RewriteBase /legacy

Note:
The downloaded and upzipped SuiteCRM-8.4.1.zip, has

RewriteBase /legacy/

in the public/legacy/.htaccess file

Should this not be:

RewriteBase /legacy

?
