Overview of the Issue

The latest release included a new version of conftest that includes this bug that was fixed this weekend.
open-policy-agent/conftest#934

Reproduction Steps

Running policy checks with the latest atlantis release using the regula rules fails due to a mistake in rule validation in the v0.49.0 and v0.50.0 versions. The v0.51.0 version patches the issue.

I have manually downgraded the conftest version to v0.48.0 in my deploy.

Could we get a patch pushed so I don't have to maintain my container fork for the downgrade/upgrade of conftest?

Ideally we would be able to specify the conftest version at runtime but I understand that is a heavy lift.
