This seems to be outdated. I would fix it, but the reason I was looking at it, is that I am new, and looking for steps myself.

Wow, that is really outdated (sorry about that). One that should be (almost) up-to-date can be found here: https://github.com/ruflin/Elastica/blob/master/CONTRIBUTING.md
