Meeting various standards

I wonder if we would need a branch or perhaps a new gem for each version of the HL7 standard such as 2.3, 2.7, and 3.0. I have not compared them too closely, but there are certainly some differences.

Right now, there are no plans to support HL7. I've talked with some people offline and it seems that the most reasonable thing would be to start working into something that would translate HL7 2.X into HL7 FHIR(https://en.wikipedia.org/wiki/Fast_Healthcare_Interoperability_Resources).

I'm planning on opening a discussion about it and try to get more collaborators for that but want to release a new version with some of the available PRs.
