map change from rcon doesn't work if the server is empty

If you send the command from rcon for 1.0.2 either map or coopmap with the map you want to change to if the server is empty nothing happens it just acknowledges the command and does nothing. if the server is occupied then the command works and the map is changed. This is not very helpful if you just want to change the map without having to enter the server to do so.
