Please describe why this package is not eligible for Fedora ?
Non-free proprietary module, as it is an out of tree driver. Refer this issue on Fedora Silverblue's issue tracker

Is this software redistributable ?
The DKMS modules are available on GH(ex: this repository), the compilable drivers are available officially via this link. However, Silverblue doesn't support DKMS modules

Is this software an alternate version of a Fedora provided package ?
Doesn't exist

Additional context
Requesting this as it is not possible to implement these drivers for Silverblue users (probably applies to Kinoite users too) via DKMS or compilation. The compilation fails due to the kernel not having some sort of .../net/ipx.h/... directory, leading to a complete dead end.
